Inventory Balance Report-Are the uncosted items and rolls included in the roll inventory value and the item inventory value?

Yes, uncosted rolls and items are included in Roll/Item Inventory Value. If you go to the last page on Month End Inventory Balance Report, there will be a legend explaining how Adjust costed Inventory value is figured:
Inventory Value + Cut & Delivered - Uncosted Inventory - Percent Partial Billed Material

You can also see that uncosted inventory is part of Roll/Item Inventory Value because some of the rolls/items listed will not have Invoice # or Invoice Date.
