Utilities>System Options>Order Entry>Order Entry>Allow Unreferenced Lines

Type- Can be Global, Assigned, or User
To enter lines that are not in inventory or products file, select this option.
Allowing unreferenced lines is not a recommended practice.
If this option is set to No, then Purchase Orders will also not allow unreferenced lines.
